Administration of the PISA 2025 study in Romania || Main phase
Romania, through the Ministry of Education and Research, along with 90 other countries, participates in the implementation of the international PISA 2025 study.

When?
Between May 12 and June 9, 2025 , the Institute of Educational Sciences , as the National Center, administers the Main Phase of the PISA 2025 study.
What is PISA?
PISA ( Programme for International Student Assessment ) is the Programme for International Student Assessment, initiated by the OECD (Organisation for Economic Co-operation and Development). The PISA study assesses every three years the ability of 15-year-olds to solve problems and identify solutions to real-life situations, in three areas: reading, mathematics and science .
For the 2025 edition, foreign language assessment and the innovative domain Learning in the Digital World ( LDW ) are added . In order to have a relevant picture of learning outcomes, a series of context questionnaires ( School Questionnaire and Student Questionnaire ) are also applied within PISA , mandatory for all participating countries.
Who is participating?
The following participate in the PISA 2025 study:
- 10,362 15-year-old students from 321 educational institutions (middle schools, high schools or vocational schools), from urban and rural areas, randomly selected through a standardized procedure, unique at international level (representative sample). Of these, 1,477 students (from 66 educational institutions) learn in Hungarian (nationally representative sample for this population category);
- 2,015 teachers, including:
- 1,430 teachers teaching Science (Physics, Chemistry, Biology and Geography) in the 321 schools;
- 585 teachers teaching English from participating schools;
- the parents of the 10,362 participating students.
For the first time in Romania, within PISA 2025, students’ English language skills are also assessed within the Foreign Language Assessment (FLA) study , in which 2,149 students participate .
Also for the first time in Romania, a series of additional questionnaires are being administered: the Science Teacher Questionnaire , the English Teacher Questionnaire , and the Parent Questionnaire .
How is the PISA 2025 assessment conducted?
The assessment sessions for students last approximately 4 hours , of which:
- 15 minutes for general introduction;
- 120 – 130 minutes are allocated to administering the cognitive test, organized in 2 sessions of 60 – 65 minutes each, with a short break in between;
- 15 minutes break;
- 45 – 50 minutes to complete the student questionnaire (students express their opinions about activities carried out at school and outside of school, as well as some aspects of their quality of life) and the ICT questionnaire.
All assessment tools are applied in digital format, except for the questionnaire administered to parents which will be applied in paper format.
At the level of each school unit, administration is carried out in a single day (in parallel and/or successive sessions) or on consecutive days, on dates established in agreement with the schools.
The entire process is carried out in a standardized manner, according to international methodology, based on administration manuals.
The collected data – students’ responses to cognitive tests and questionnaires, as well as those of the targeted teachers – are uploaded directly into the PISA 2025 study platform. Parents’ responses to the questionnaires are uploaded by the National Center staff, into a dedicated database, provided by the PISA 2025 Consortium.
The results obtained are strictly confidential. No students or schools are identified in international or national reports, as this study is not designed to provide individual test or questionnaire scores.
Each student participating in PISA 2025 receives a personalized diploma.
Why is Romania’s participation in the PISA 2025 study important?
Romania’s participation in the PISA 2025 study, including the international options, aims to obtain a detailed picture of the level of fundamental student acquisitions in terms of skills, as well as to increase the capacity of decision-making authorities in Romania to adopt and implement evidence-based educational policies . The results obtained by Romanian students form the basis for designing appropriate interventions, given that they refer not only to the level of student acquisitions, but also to the learning contexts. Participation in the PISA 2025 study contributes to correlating Romanian education with the developments of high-performing education systems at international level.
The data collected will form the basis of analyses that allow understanding the extent to which Romanian students are prepared for further studies and integration into the labor market.
For students in Romania, the PISA 2025 study represents a challenge, an opportunity to participate in a standardized international assessment, alongside 15-year-old students from around the world, to solve various real-life problems and situations.
