Minister of Energy, Sebastian Burduja, signs one of the largest clean energy projects funded through the Modernization Fund, Key Program 1
Romania is accelerating its transition to a sustainable energy system through strategic investments in clean energy for the public sector.

Minister of Energy, Sebastian Burduja, has signed the financing contract for one of the most ambitious renewable energy projects dedicated to self-consumption in the public sector, supported by the Modernization Fund, under Key Program 1 – Renewable Energy Sources and Energy Storage – Supporting investments in new renewable energy production capacities for self-consumption for public entities.
The total value of the project is 32,688,772.76 lei, equivalent to 6,570,079.34 euros, fully financed by the Modernization Fund. The project involves the installation of a total capacity of 5.55 MW, with an estimated average annual production of 7,710.128 MWh, exclusively for the self-consumption of public institutions in Constanța Municipality.
“We are signing one of the largest renewable energy projects for public administration in Romania, fully non-reimbursable. This is a clear proof that Romania is heading towards energy independence and sustainability, making the most of the opportunities provided by the Modernization Fund. This project means savings for the municipality’s public budget, less pollution, and a safer future for citizens. This is what real energy transition looks like, with measurable results, not just promises.
Clean energy means safer schools, more efficient hospitals, and city halls that reduce costs and reinvest in communities. It means cleaner air for our children and energy independence for Romania. Through the Modernization Fund, we manage to bring European funds directly into the heart of local communities, in projects with long-term impact.

With this new contract, the overall balance of the renewable energy call reaches 837 contracts signed by the Ministry of Energy with public institutions, with a total value of 2,178,906,550.65 lei (437,935,955.03 million euros), of which 1,898,788,463.9 lei (381,635,338.65 million euros) is non-reimbursable funding.
The total installed capacity is 307.96 MW. These investments offer localities and public institutions the opportunity to build and operate photovoltaic parks, significantly reducing energy costs. In many cases, these capacities cover up to 70% of the energy needs of public institutions, from street lighting to the operation of schools and hospitals.
