Speech delivered by the Acting President of Romania, Ilie Bolojan, on the occasion of receiving a delegation of the Association of Francophone Constitutional Courts at the Cotroceni Palace

On Wednesday, May 7, 2025, the Acting President of Romania, Ilie Bolojan, welcomed a delegation of the Association of Francophone Constitutional Courts at the Cotroceni Palace.
Below is the transcript of the Acting President’s speech on this occasion:

Distinguished guests,
Mr. President of the Constitutional Court of Romania,
Esteemed Presidents and Judges of the Francophone Constitutional Courts,
Ladies and gentlemen,

Welcome to the Cotroceni Palace! I am pleased that we are gathered here on the occasion of the Congress of the Association of Francophone Constitutional Courts, organized in Bucharest.

This year, Romania has the honor of hosting this event and, through its Constitutional Court, of assuming the leadership of the Association.

First of all, I would like to pay tribute to the memory of the late Mamadou Badio Camara, your Association’s former President and a respected figure in the field of law.

The Association of Francophone Constitutional Courts is a key platform for promoting the rule of law, democracy, and fundamental rights within the Francophone space.

Over the years, your Association has grown in importance, currently bringing together 50 Constitutional Courts and equivalent institutions from Africa, Europe, the Americas, and Asia. This allows for a valuable exchange of experiences and a coherent approach to shared challenges.

Through the voice and actions of its members, the Association of Francophone Constitutional Courts upholds democratic values—from the separation of powers in the state to the defense of fundamental rights and freedoms. When constitutional courts stand united, share best practices, and support one another, citizens gain greater assurance and trust in the respect for constitutional order.

Today, the Constitutional Court of Romania assumes the presidency of the Association. This is a significant responsibility, which entails coordination, representation, and the promotion of common goals. Our country fully supports this mandate and remains a reliable partner within the Francophone community.

Ladies and gentlemen,

We are living in a complicated time, full of challenges. These require a firm response based on professionalism, cooperation, and loyalty to constitutional values.

When states work together, they grow stronger, and their institutions become more effective. The exchange of experience helps us adapt to an ever-changing international environment.

I assure you of our full commitment and I am convinced that, through the joint efforts of all members, the Association will increase its relevance in the years to come.

Thank you once again for being in Bucharest, and I wish you great success in your congress proceedings!
