Romania Receives Formal Approval from OECD Competition Committee

Romania has received formal approval from the OECD Competition Committee following the completion of its evaluation process in this area.

The Competition Committee assessed the activities of Romania’s Competition Council for the period 2018-2022 and confirmed Romania’s commitment and capability to implement the legal tools, policies, and practices of the Organization as outlined in the Roadmap for Romania’s accession to the OECD.

In June 2024, the leadership of the Competition Council participated in discussions regarding the evaluation report. The OECD Competition Committee expressed appreciation for the quality of Romania’s presentation and the delegation’s willingness to answer questions.

The evaluation report includes several long-term recommendations regarding the appointment of members to the Competition Council based on competency and the establishment of fine levels in the procedure for acknowledging liability. The authority will need to report on the implementation status of these recommendations within a year.

Bogdan Chirițoiu, President of the Competition Council, stated, “We are familiar with OECD tools and practices, having been an associate member of the Competition Committee for 10 years. However, the evaluation process was a significant challenge as we had to demonstrate that our operations meet the international organization’s standards. Passing this test highlights the professionalism of our specialists. The evaluation report includes some long-term recommendations, but these do not hinder or complicate our country’s accession process to the international organization; rather, they will allow us to improve our activities.”

Throughout this process, the Competition Council has benefited from the support and expertise of the Ministry of Foreign Affairs (MAE). The evaluation discussions also included a delegation from the MAE led by Luca Niculescu, Secretary of State and National Coordinator of Romania’s OECD accession process, and Adrian Vierița, Ambassador for Romania’s OECD accession.

In 2014, the Romanian Competition Authority achieved the status of an associate member of the OECD Competition Committee, making Romania the first non-member state to hold this status.

Accession to the OECD remains a priority for Romania, ranking as the third major strategic objective after NATO and EU membership. Since 2014, Romania has held associate status within the Competition Committee, having been an observer since 2006. During this period, the exchange of best practices has contributed to the protection and promotion of competition.
