The National Anticorruption Directorate (DNA) has launched a criminal investigation into the €27 million tender at Sector 3, led by Robert Negoita, with the contract awarded to a company associated with Sorina Docuz, the former wife of the mayor and a close confidante of Premier Marcel Ciolacu.

DNA Chief Prosecutor Marius Voineag revealed in an exclusive interview with G4Media.ro that the case was registered earlier this year, with prosecutors taking a self-initiated approach similar to the vaccine case. Voineag refrained from providing additional details about the individuals targeted by the investigation, citing an ongoing case.

DNA Investigation Unveiled

The DNA has initiated a probe into the €27 million tender at Sector 3, a key district in Bucharest led by Mayor Robert Negoita. The contract, awarded to a company linked to Sorina Docuz, has raised concerns and prompted a closer look by anticorruption authorities. DNA Chief Prosecutor Marius Voineag confirmed the registration of the case, emphasising that the prosecutor’s office took action based on media reports, similar to the approach in the vaccine case.

Details Remain Confidential

While the DNA has acknowledged an active investigation, specific details regarding the individuals involved and the scope of the inquiry remain confidential. Voineag emphasised that due to the ongoing nature of the case, providing further information could compromise the integrity of the investigation.

Context: Earlier Revelations

G4Media.ro previously reported on a €133 million framework contract put up for auction by Sector 3 City Hall, potentially being awarded to a Buzau-based company with no reported business activity between 2014 and 2021. The company, Gab Pavolux, secured the contract in a bidding process that raised multiple questions. Notably, for a crucial participation condition, Gab Pavolux had the support of a construction company whose owner and wife had been PSD (Social Democratic Party) financiers during the presidency of Marcel Ciolacu, the current leader of PSD and the Prime Minister of Romania.

Unveiling Connections: The Docuz and Arghir Families

G4Media.ro uncovered connections suggesting that two families, Docuz and Arghir, associated with the current mayor of Sector 3 and PSD President Marcel Ciolacu, were linked to the small company vying for funds from Sector 3. Following G4Media.ro’s revelations, the deal collapsed, and Gab Pavolux withdrew its offer for a €27 million tender organised by Sector 3 City Hall.

Impact and Fallout

Despite the contract’s cancellation, Gab Pavolux managed to receive around €250,000 through a directly awarded procedure, justifying the urgency of catering services for students remaining in schools after regular hours. The information about Gab Pavolux’s offer expiration comes from a decision dated December 27, 2023, by the National Council for Solving Complaints, following a complaint by competing company Oceanul Indian.
